Right from the start of the series, we are introduced to Vault 33’s Overseer, Hank MacLean (played by Kyle MacLachlan), and his daughter Lucy. By the year 2296, life inside the Vault looks peaceful, with a strong emphasis on planned reproduction to increase the population.
But peace shatters when raiders from the surface launch a brutal attack on neighboring Vault 32, wiping out everyone inside. This event changes Lucy’s life permanently. The same group later strikes Vault 33, and their leader, Moldaver (Sarita Choudhury), abducts Hank.

As the series progresses through eight episodes, our understanding of Moldaver begins to shift.
While she appears ruthless at first, it becomes clear that Hank is the one hiding deep secrets. Moldaver discloses that Hank and other key individuals across the Wasteland are former Vault-Tec employees from 2077 who were preserved through cryogenic freezing.
On top of that, it’s revealed that Vault-Tec may have been responsible for launching the initial nuclear bomb that sparked the apocalypse more than two centuries earlier.
How Is the Ghoul Involved?
While the story unfolds, two additional characters stumble upon the disturbing truth about Vault-Tec. One of them is Cooper Howard (Walton Goggins), a former actor known for playing cowboy roles. He discovers that his wife once served as a Vault-Tec board member and was behind the proposal to trigger nuclear war.
Somehow surviving the initial blast, Cooper now roams the wasteland as a disfigured bounty hunter, seeking answers about what happened to his family. Cooper’s mission ends up leading him down the same path as Lucy, as both are searching for a rare object that Moldaver desperately needs.
This object is implanted in the skull of Dr. Siggi Wilzig (Michael Emerson), a scientist. It turns out to be a cold-fusion reactor that Moldaver hopes to use to power the New California Republic—her vision for a reborn society.
The city she plans to revive, once called Shady Sands, was destroyed when Hank chose to detonate a bomb there to maintain his grip on power.
What’s Going on with Vaults 31, 32, and 33?
As Lucy and Cooper push forward with their mission and head toward the Observatory, Norm (Moisés Arias), Lucy’s younger brother, begins uncovering a strange conspiracy within Vault 31. While most residents of Vault 33 attempt to continue their routine after the raid, Norm refuses to let things slide.

Like Lucy, Norm also finds out shocking truths about their father after a conversation with an ex-Vault-Tec worker whose brain has been preserved inside a jar. Things take an unexpected turn when Norm ends up sealing himself inside Vault 31 by accident.
Inside, he finds the rest of the Vault-Tec staff, still cryogenically frozen and waiting to resume their control over the post-apocalyptic world.
What Happens at the Observatory?
The final confrontation takes place when Maximus (Aaron Moten), a soldier of the Brotherhood of Steel, leads a group of armored fighters to invade Moldaver’s base, the New California Republic. Their mission is to seize control of both the Observatory and the cold-fusion device.
Moldaver loses her life during the violent takeover, but not before revealing one last devastating truth: Lucy’s mother was transformed into a Ghoul after Hank unleashed the bomb that destroyed Shady Sands.
Faced with the difficult reality, Lucy ends her mother’s suffering and joins forces with Cooper to chase after Hank. During the chaos, Hank escapes wearing one of the Brotherhood’s powerful suits.
As the season ends, Hank reaches a city that should feel familiar to anyone who knows Fallout: New Vegas stands tall in the background, setting the stage for what’s to come.
